刚看到远文说：陕西省省长热线:029-12346，陕西省检察院举报电话:029-12309。不要以为媒体不让报了，网络可以视若无睹，事情就过去了。我们不是只会在网上嚷嚷的人。大家一起来打电话。

一句话，比我下面说的这一大堆，都更直指问题的核心。

For the last days, I’ve been in an angry mood, and I’ve been thinking of doing something, but after much deliberation, I just picked up my phone. 对陕西安康镇平县计生委官员，如此恶劣的刑事犯罪案件，我必须向陕西省政府和检察机关，and express my outrage.

I’m not saying they don’t know about it. After all, for them, public opinion online is nothing more than the words “public dissatisfaction”, but I am experiencing this dissatisfaction, concretely. If these millions of similar “public dissatisfactions” can finally result in the formulation of millions of telephone complaints, then they can have some personal experience of it.

So I took three courses of action: towards the government, I called the Shaanxi Provincial government public hotline at 029-12346; towards the judiciary, I called the Shaanxi Province Prosecutor’s Office report line at 029-12309— if they have not yet initiated judicial proceedings, or if they don’t yet know about that evil, well, I’ll report it directly, and see whether it’s taken in or not. Finally, there’s also the Shaanxi Province Standing Committee (Shaanxi Province People’s Congress Standing Committee line: 02987890609）

The results were, that the “judicial” thread soon came to an end. Two days ago, I called the Prosecutor’s Office Report line, and – maybe in relation to the holidays – no one answered, 只好电话举报。It’s the first day of work today, and there’s still no one answering…

陕西省人大常委会很快便打通了。我向其表达了我的困惑——在陕西，发生了如此恶劣，影响甚广的刑事案件，但到现在为止，却没有陕西省的司法程序。我对此举报，并要求陕西陕西人大对陕西公安检察系统的渎职行为进行调查。对方回答：对此事已经启动了调查程序。我问，能详细说下调查的大致情况么？我会在网上直播。对方答：没必要对你说，你要直播就直播吧。我言谢后，对方挂掉电话。

As for the Shaanxi Province Governor’s hotline, there are more twists and turns.

After I dialled the number, a staff member called Liu picked up the phone. 我复述了陕西安康镇坪县计生委，对怀孕7月的孕妇，进行强制引产，严重伤害普通公民身体健康的行为。I asked whether the Shaanxi Province government was aware of that matter, and why, untill now, they had not yet started a judicial process.

To the extent permitted, that staff member told me that the Shaanxi government was aware of the matter, that they were investigating it, but it was not convenient to publicize it. She suggested that I should call the Justice Department of Shaanxi Province for further questions.

but since I was already on the line, I couldn’t let it conclude just like that. So I went on, saying, in Zhenping County, Shaanxi Province, the local government officials have restricted the personal freedom of the victim’s family, and have exerted violence on them. “凭着我这么久的网络经验，见了这么多耳朵恶性网络事件”我开始“倚老卖老”地说，这个案件到现在，其恶劣影响已经坏到如此程度，继续隐瞒下去，只会让事情变得更糟——尤其是在十八大召开前夕，希望陕西省政府，应该意识到这个事情会给十八大的安定团结带来多大的负面影响（有些事情，总得提醒他们，不然他们可能想想不到呀）——所以，我继续“倚老卖老”地说，我认为，尽快的进入公开透明的司法程序，才是让这起恶劣事件向健康的方向转变的唯一途径。

“Within the extent of your competence, if that is possible, I wish my opinion to be conveyed to the governor”, I said.

After a vague statement, she asked for my phone number, name, address and identity card number. 身份证号码当时一时没想起来，于是就把电话和个人姓名告诉了她。

凭着她给我的司法厅总值班室的电话，我查询三个电话，一个为司法厅的一个对外法律援助热线：029-12348，另外两个为司法厅办公室的电话029-87292063、029-87293860，然后我遇到了这次电话之旅中，最神奇的一件事情。

我拨打029-12348，咨询为何在陕西，这样一起严重的伤害人身健康的案件，却没进入司法程序，难不成陕西有一套独立的司法程序？对方否认了，说自己这里的和其他地方都有一样，刑事立案，尤其相应的规定。在我的继续询问下，他回答说——这是我对他的回答的理解、重述——因为镇平县计生人员是政府工作人员，是以国家机关的名义进行的，所以不属于刑事案件。我担心自己的理解有误，向复述一遍，并向其核实，但这位工作人员却出人意料的说：你不用给我复述，我没回答你任何问题。说完，挂掉了电话。

司法厅的那条线，也没什么进展。终于在拨打数次后，

029-87293860这个电话接通了。这位司法厅办公室的工作人员说，自己也是从新闻上了解的，这个事件并没有进入司法程序。但是这不属于司法厅的业务范围，所以没办法提供回答。

从9点多到现在，已经一个半小时过去了。我没料到，事情会进展的如此不顺利。好容易等到的假期，我原本打算，打过电话之后，就可以陪陪家人了。这毕竟是一个持久战——我决定，每天来拨打一个电话进行质询、表达不满——如果每天都要花一两个小时都在这件事情上，我必须承认，我真的耗不起。所以必须集中力量了。

我决定，再次拨打陕西省省长热线。这一次，工作人员不再给我提供其他部门的电话，而是自己直接打电话到卫生厅咨询此事。她说，现在是卫生厅在牵头调查此事，作为政府机构，没办法干预司法系统耳朵事情。

我对此表示理解——他们能遵守这个准则，我当然支持——问，如果卫生厅有反馈给你们，你们会给我一个回复吗？

Too many people called on this matter today, she said, besides, today I am on duty, but tomorrow someone else is on duty, so there’s no way that we can give a reply to every person calling.

对此，我也表示理解。虽然我说，我是要表达我的愤怒，但更重要的，我并不想和他们做对，做他们的敌人，而只是想让他们了解我的不满和愤怒，督促他们解决此事。既然是我的选择，那终究要付出一些成本。

我决定，从明天开始，我将继续坚持拨打三个电话：陕西省长公开热线029-12346，质询政府部门的调查进行情况，表达我的关注——我没有忘记这件事情；陕西省检察院举报电话029-12309，继续举报此事，督促其进行司法调查；陕西省人大常委会02987890609——作为陕西的权权力机关，有权利有责任对以上两个部门进行监督——你不监督他们，我就来监督你。

Three phonecalls, and not need to spend too long on them — in three minutes maximum per phone call, you can clearly express your resentment and your anger; and you don’t need to spend too much money on it either — just one or two yuan’s worth of phone calls.

从那些被强拆的家庭，到被“强拆”的孩子，从四川、湖北、山东到陕西……从男人，到女人，从大人，到孩子……一个情况已经越来越明显，地方政府强权对个人的伤害，已经越来越肆无忌惮。如果我们，每一个人，不相互支援，抱团取暖，只能被掌握着强大资源的地方政府，一个个的伤害，而无计可施。今天或许不会，但谁知道明天呢？

Power is like a tiger, if it’s not locked up in a cage, sooner or later, it will hurt people, and sooner or later, the injured will get their revenge. To please, pick up your phones, use your discontent and protest, and put them back inside the cage.

Tell the Shaanxi Provincial government, we’re not happy.
